Why was my App+ Blacklisted?

Hello, I have made payment for the membership and it went through. Money was deducted from my Bank. However when I tried to launch the app few months later, it state that my membership has been blacklisted? I have a screenshot of my purchase, everything was successful. I’ve read past post about this and it was something regarding failed payment. But nothing of that sort happened as payment on my side has been made. Can this issue be resolved? If it cannot be I’ll file a complaint for a refund. Thanks transaction ID is 2L680960XX1784830. Payment was made via paypal
