IPA Hack Saver for Windows + Other useful Tools

So I made this tool for the community, it helps you save some time while making hacks and editing/updating your currently hacked apps. I will be updating this tool with more useful time saver features in the future. Do I have to be jailbroken to use custom offset patcher on iGG?

I've been looking for a while, but it seems that I need to be jailbroken to decrypt the binary file from an ipa to get to the next step of browsing the data. I already have a decrypted ipa file, but is a decrypted ipa different from a binary decrypted ipa? Thanks
