The last version of Cydia Installer 1.1.32 breaks CyDown. To fix, you have to downgrade Cydia Installer. Download here the previews version: https://ift.tt/3efqkRU Just download, close cydia from background, install using filza, and respring. And don’t update Cydia Installer again. This version make CyDown back to work.
