Build/Design - Both devices boasts premium materials. The advantage of the Galaxy Note10 Lite is the S Pen and a center punch-hole screen. But, for the materials used, the Mi Note 10 Lite feels curvier and more premium. It even has the 3D curved front panel.

Minus the S Pen, the Mi Note 10 Lite matches up well with the Galaxy Note10 Lite. There are even some points where it provides better specs despite the PHP 10K price difference.
If you want to save more, the Mi Note 10 Lite could be the better deal. If you have 30K in your pocket and you need the S Pen functionalities, the Galaxy Note10 Lite is the phone to get.
